 civic brake problem

I took off my brake old brake drums on my civic and put new ones one, and now it feels like the back brakes are locked in place, and when i pull up the ebrake handle it barely moves

"did u adjust them?
there is a star adjuster for u to loosen or tighten your brakes. When u install the drum it should rotate with a slight drag"
